Online Company Registration Software System (FINANCE)
A project we have developed in phases, and which is still ongoing, is the Registry of Companies (ROC) system for the Malta Financial Services Authority (the equivalent of the UK’s Companies House).
Designed and developed using the Unified Process, J2EE and XML, on a Microsoft SQL Server database, this browser-based system was a direct replacement of the previous MFSA Registry of Companies system, in so far as it allows users to perform company searches and to download documents such as company memorandums and articles of association, however providing superior performance. In addition, it also allows authorised users to perform various interactive functions such as to reserve a company name and to register new companies, and it provides a workflow environment to enable MFSA desk officers to process and approve new company registrations, submissions of annual returns, etc. Integration with a payment gateway allows online card payments to be processed, and digital certificates are used in order to electronically sign various electronic documents such as annual returns and memorandum and articles of associations.
In the system new applicants are asked to register their details online, and depending on the level of access required, they go through an authentication process which involves a face-to-face validation process and the issuing of a digital certificate, to be used for authentication of users and signing of electronic documents.
